District Health Action Plan (DHAP) – National Health Mission 2014-15
With the second phase of NRHM and evolution of NHM, Karnataka state marched forward by lowering the Maternal and Infant mortality, still considerable efforts are needed in achieving the set goals by reaching our services to the neediest beneficiaries in the nook and corners of our state.
As part of initial DHAP process, a state working group(SWG) headed by MD-NRHM with representation from Executive Director-KSHSRC and consultants and State level program officers was formed in the month of December 2013. Consultants from KSHSRC were assigned with 5 to 6 districts to facilitate the DHAP exercise. As part of planning phase, KSHSRC developed HH/Village/SC/PHC/Taluk/District wise data formats.
One day orientation on State level DHAP workshop was organized for all DPTs and District programme officers in the third week of December 2013.This workshop helped them to build a common understanding of processes and expected outcomes. DPMOs took lead by involving all persons from relevant program units under NRHM, IDSP & other programs through a one day DHAP workshop at the district level. DPMOs reviewed the data and identified the potential gaps and have addressed those gaps in planning and verified and compiled information (data sets) of all the components. District team later sent across progress updates of DHAP to the respective SWG and sought clarification.
The approach was through extensive participatory consultations & meetings. Field based data from the HH to village to sub-centre to PHC to district level that finally was fed into the State Annual Action Plan. District specific needs have been addressed in this plan.
This exercise of DHAP empowered many of our district and field officers, in need based planning which added an immense value to improve the implementation process. DHAP process gave a fair idea of what exactly is there, what is not there, where we can reach and how we can reach and what was needed for the same.
With reference to the DHAP process, all the districts completed the DHAP process as per the SOPs and guidelines given to District teams. Every District worked out on annexure/ FMR sheets and DHAP draft writing. Every district PIP was reviewed and necessary corrections were made before finalizing the same. KSHSRC was given the role of facilitating this process.
All the consultants from KSHSRC visited the field during various stages like, district workshops, data collection, compilation, budget calculations, Draft writing, continuous pursuance , encouraging, motivating the districts, hand holding, reviewing and working as a team along with District officers in finally completing DHAP by all 30 districts of our state. Finally, KSHSRC have submitted the DHAPs of all 30 districts in soft copy to MD NHM, Director H&FW, PD RCH and SPM NRHM.
